CCTV News: Tongcheng County is a key county for regional development and poverty alleviation in the extremely impoverished areas of Mufu Mountain in Hubei Province. In the poverty alleviation campaign, the county focuses on the goal of "one employment, one poverty alleviation household" and guides enterprises to establish "poverty alleviation micro factories" in rural areas, achieving the "four fold benefits" of increasing enterprise efficiency, collective income, poverty alleviation for the masses, and industrial development.

       Song Shouping is a poor household in Gaochong Village, Guandao Town, Tongcheng County, Hubei Province. Due to his left eye and left hand disabilities, he has not been able to work. He and his mother rely on a monthly subsistence allowance of over 400 yuan to live. At the end of last year, a "poverty alleviation micro factory" was built in the village, mainly producing handmade sandpaper products. It was easy to learn and get started, so the village cadres introduced Song Shouping to work there.

The "poverty alleviation micro factory" not only solves the employment problem in the village, but also solves the problems of funding, site and other issues for enterprises. The factory manager Wei Shoubing said that he had previously returned to his hometown with technology and resources to start a workshop style small factory. Due to its small scale and limited development, he wanted to improve production conditions but lacked funds. At this time, the "poverty alleviation micro factory" invested and built by the local government helped him.

It is reported that since 2019, Tongcheng County has vigorously developed "poverty alleviation micro factories", implementing a model of unified design, unified standards, unified labeling, and unified subsidies, with funds allocated by the county government for construction. The settled enterprises must prioritize solving the employment problem of impoverished households in terms of employment. As of now, the county has invested a total of 58.8 million yuan to build 79 poverty alleviation micro factories, providing employment for more than 800 impoverished households and increasing per capita annual income by over 15000 yuan.

       In addition, Tongcheng County is actively exploring a long-term mechanism for "poverty prevention and reduction". Starting from 2019, the local government has cooperated with insurance companies to establish a poverty reduction and prevention service center, and created a "precision poverty prevention insurance". The county's finance will pay for it, focusing on the return to poverty caused by illness, disaster, education, industry, and employment. Multiple channels will be used to monitor the situation of urban and rural households facing poverty throughout the county, and all of them will be included in the dynamic management scope of precision poverty prevention. At present, Tongcheng County has distributed more than 4.62 million yuan in poverty reduction and prevention funds, and assisted 1316 people from 285 households in need.
